France’s Commitment to Broadband Access

The French believe that ubiquitous, Real Broadband access is a critical national infrastructure. They have committed to spend €3 billion on this initiative and have implemented a policy framework that supports building open and competitive Internet Protocol (IP) networks.

France’s commitment is to provide affordable Real Broadband access to everyone, including those who reside in traditionally underserved areas. The national government's strategy is to allow decisions on who will create and operate its Real Broadband networks to be made at the local level through Délégations de Service Publique (DSP) mechanisms.
